The UAE Insurance Market Is Ready for a New Distribution Model

2026-08-13·Melwin

The UAE insurance market is becoming increasingly competitive, while brokers still rely heavily on fragmented and manual processes. A new distribution model built around connected, AI-powered workflows could change how brokers compete and grow.

The UAE insurance market is entering a new phase. Competition among brokers is intensifying, while the underlying workflows used to manage distribution remain heavily dependent on manual processes. Today, an estimated 150–200 broker firms compete for the UAE market, with brokers handling around 90–95% of direct distribution. Yet much of the work behind that distribution remains fragmented across lead management, quoting, documentation, policy processing, compliance and reporting. That creates a difficult equation for brokers: more competition, but increasingly complex operations required to serve clients efficiently.

The distribution challenge

For many brokers, the journey from lead to policy is not a single connected process. A lead may begin with an agent, move through separate systems for customer information and quoting, require manual document collection, and then need to be submitted through an insurer portal. Each handoff introduces friction. The result can be higher operating costs, slower turnaround times and opportunities lost because agents spend time managing processes rather than serving clients. The challenge becomes even greater when brokers operate across multiple lines of business. Without a unified platform, every new line can introduce another set of manual processes and operational requirements.

From fragmented workflows to connected distribution

The opportunity is not simply to digitise individual tasks. It is to connect the entire journey. A modern insurance distribution platform can bring lead capture, customer information, quoting, document collection, validation and submission into one connected workflow. For the agent, that means staying within one platform instead of moving between multiple systems. For the customer, it means a more guided journey — from understanding coverage needs to comparing options and submitting the required documentation. And for the organisation, it creates a single operational view of the lifecycle.

Where AI changes the equation

AI can take this further by handling some of the most time-consuming parts of the workflow. In a connected platform, AI can generate multi-insurer quotes from a single input, compare plans and assist with document processing. OCR can extract information from documents such as Emirates IDs, visas, passports and medical reports, reducing repetitive data entry. The objective is not to remove the agent from the process. It is to remove unnecessary manual work around the agent. That distinction matters because insurance distribution still depends on judgement, client relationships and commercial decisions. Technology should give agents more time for those activities rather than forcing them to spend more time navigating operational processes.

A new model for broker growth

The next phase of insurance distribution in the UAE may therefore be less about adding another standalone tool and more about building a connected operating layer for the broker. When lead management, quoting, documentation, insurer submission, commissions and reporting operate as part of one workflow, brokers can begin to improve both efficiency and visibility. The market is becoming more competitive. The question is whether broker operations will evolve at the same pace. A connected, AI-powered distribution model gives brokers an opportunity to compete not just through relationships and products, but through speed, efficiency and the quality of the experience they deliver.
